The very first one is for w32notify. A Perl based command line utility for Windows environment to trigger command execution when certain file system changes occur. What is considered a change is determined by the options available. These options may be combined or one can use a special option that enables all options available.
I currently use it to monitor daemon log files for changes but do not want to check the files every so and so minutes for changes, but want to trigger certain scripts only when an actual change occurred. I use it within Cygwin environment mainly. 06/10/2012
